The Detailed information about the domain Administrator containing all the data about him is stored in the database of domain names and may be provided by the Recorder only on law enforcement requests and/or by request from court in cases and order stipulated by Russian legislation. 

To resolve the dispute about the ownership of the domain name registered in the zones  .RU, .SU, .РФ, or in connection with its use, it is suggested to you follow one of these steps:

  • settle the dispute between the parties themselves through negotiations. 
  • ask for help from organisation, specialised in providing mediator (legal) services. 
  • apply to the Arbitration Court on information disputes, pre-arbitration signing a corresponding agreement (the agreement between the disputing parties to resolve the dispute in one of those courts). 
  • in the case of violations of the law on competition or advertising to contact the Ministry for Antimonopoly policy of the Russian Federation (Department of competition and advertising). 
  • in case of impossibility of dispute settlement methods listed you have to apply for protection of your rights and legitimate interests in court of General jurisdiction or Arbitration court. In that case we recommend you to familiarize yourself with the terminology used in the Regulations on registration of domain names for formulating the claim.

Please note that organization, engaged in domain registration (Domain Registrar), are not to be involved in dispute resolutions about domain names. 

If necessary the registration Agency upon application of an interested party gives the court an accurate information about domain name registration. 
In addition, in the process of consideration of a dispute the domain transfer may be prohibited, but only subject to the statutory procedures - in case of sending by the party concerned in the case of the relevant document from the court to the address of the registering organization.

To implement the court decision, the Registrar must receive from the plaintiff  an "Application for priority registration of the domain name based on a court decision."

The Application with all indicated documents must be delivered to the Registrar not later than 30 calendar  days  from the date of entry of the judicial act into legal force. Otherwise, domain name can be cancelled by the Registrar and will be available for registration by everyone.

1.Populate questionnaire on the website of the Registrar.

When signing a legal entity by a trusted person a power of attorney must be attached to the agreement.

3.Provide supporting documents if they have not yet been given to the Registrar.
Upon receipt of the specified set of documents, the Registrar will confirm the agreement by signature and seal of the organization and will send a copy of the agreement to the postal address of the Customer.

To register a domain name you should fulfillfollowing steps:

1. Check if the domain name you want is free to register.
Service Whois allows you to obtain information about any domain name. This is usually information about the person who has registered the domain registration date and expiration date of delegation.

2. Sign a contract for the provision of services
Any private individuals, sole traders and legal entities are allowed to sign-up for services. The administrator should sign a contract regardless of how many registered domains and other services he has.
For domain registration signing of the contract in written form is not required. You can sign the contract offer by completing the form on the website.

At the request of the Customer at any time the hard-copy of the contract may be issued.
To do this, the Customer has to do the following:
1. Fill out the form on the website of the Registrar.
2. Print the agreement in duplicate, sign it and send to the postal address of the Registrar. Signature of representative of legal entity must be duly stamped, signed SP also stamped with the stamp if available.
Documents with facsimile signatures and seals will not be accepted.
When signing a legal entity by a trusted person a power of attorney must be attached to the contract.
3. Provide supporting documents if they have not yet been given to the Registrar.
Upon receipt of the specified set of documents, the Registrar will confirm the agreement by signature and seal of the organization and will send a copy of the agreement to the postal address of the Customer.

3. Order and pay for services
Domain registration is done only on prepayment. After filling out the order form online with your name account will be opened and generated payment order on the basis of which you will pay. In payment order in column "payment", specify the account number and the contract number with the Registrar. These data are necessary for proper and quick identification of the payment. Allowed payment of several invoices with one payment order. In this case, in the column "Purpose of payment" please list all account numbers. In the column "Name of payment" the payment order must indicate that the payment amount includes the VAT of 18%, otherwise the payment will not be credited.

4. Send a request for domain registration
In the section "Domains" section choose the menu "Tools" - "Register a domain"- specify the domain name that you want to register and then follow the "Master domains".
If during the filling of the registration form you did not make mistakes, then within 90 minutes you will receive to the specified e-mail address a notification about the successful registration of the domain. If during the registration errors were detected, not certain when filling out registration form, you will be notified by e-mail.

5. Configure the DNS servers
Information about DNS servers you can enter during the filling of an application for registration of a domain.
If you want to use the DNS servers provided SALENAMES, you will select "Place primary and secondary DNS on the Registrar's servers".
If you want to only host a secondary DNS server, click "to Place a secondary DNS on the Registrar's web" and specify the server that will host the primary DNS server.
Recall that for domains, registered through SALENAMES services support DNS servers are provided free of charge.

If you want to use their DNS servers, select "Specify the servers hosting the primary and secondary DNS" and enter them.
If the server name contains the name of the delegated domain, the data must include the IP address of the server or the list of IP server addresses listed, separated by commas.
If you have information about DNS servers in the order domain, after registration they will be tested automatically.
In the case of a positive test result you will receive a message stating that the test was successful and your domain has the status REGISTERED, DELEGATED.
If you order a domain you have not entered information about DNS servers, your domain will be REGISTERED, NOT DELEGATED.

Important:

The Domain name can be delegated only under the condition that the Registrar was by phone by receiving short text messages (sms). You can pass the verification directly in the office of the company SALENAMES LTD. or remotely by contacting one of our managers. The procedure of verification is free of charge.

1. Domain names should be specified without WWW.
2. For domains in the zone .SU: the domain Name in the national language (IDN) in the letter should be of the form: xn--***.su. 
For domains in the zone .РФ: the domain Name is sufficient to indicate only in the national language (IDN).
3. Date when the letter has been signed is required to be mentioned in the official letters.
4. The letters are valid for 3 months since they were signed.
5. In order to change of Administrator, Registrar, domain name registration cancellation. Fax or other copies of letters are not processed only original (hard-copy) of official letters are accepted.
6.Documents with facsimile signatures are not accepted.
7. If a letter contains more than one sheet, a letter should be stitched and numbered correspondingly. On the back of the last page on the location of the firmware shall be specified the number of sheets, put the signature of the head of the organization, to assure its seal.
8. If provided, the official foreign document (coming from the administrative, judicial authority, notary public, Charter document), the document must be legalized by the appropriate body:
consular legalization - for example, for the countries: UAE, Saudi Arabia, Canada, Brazil, Libya, etc.
either an apostille for countries that are party to the 1961 Hague Convention, for example, for the countries: Austria, Australia, Belize, Belgium,Hungary, Denmark, Ireland, Israel, Spain, Italy, Norway, Seychelles, France, Croatia, Sweden, Japan, etc.
Legalization is not required if the document comes from a country with which the Russian Federation concluded the agreement on mutual recognition of official documents (for example: Belarus, Bulgaria, Hungary, Georgia, Spain, Kazakhstan, Lithuania, Latvia, Poland, Estonia, Ukraine, etc.).

In case of submitting documents in a foreign language (any language other than Russian), in addition to the original of the document the Russian translation must be provided as well. The translated text must be certified and/or sealed by a notar.

For companies (legal entity):
The letter submitted on behalf of the company (legal entity) must be on the letterhead of the organization signed by authorized person and affixed with the company seal.
In case the letter is written personally by the head of the organization, acting under the Charter (Director, CEO, Rector, Chairman of the Board), his signature on the letter must be duly stamped.
If the letter is signed by a person acting under order or powers of attorney, the power of attorney or the order it should specified that the Trustee may dispose the domain name (or make any transactions regarding the domain name, and/or sign documents on transfer of domain ownership, and/or  commit any transactions, and/or conclude and rescind all kinds of contracts) without any restrictions, time and cost.
In this case, you must attach a copy of the authorization or order to the letter. Signature of authorized person on the letter must be duly stamped (not necessarily only in that case, if along with the letter is the original letter, in which you explicitly specify the domain names and the acts committed with them).
Please note: in the power of attorney (order) it should be explicitly mentioned among the powers of the Trustee the right to dispose of the domain name (or carrying out other transactions concerning domain name, or sign documents on transfer of rights on the domain) or the right to make any deals and agreements on behalf of the organization.

In case of doubts about the accuracy of the information provided, the Registrar will have the discretion to request additional supporting documents.

Please also note that if the name of the sole Executive body of the organization differs from the common "CEO" ("Director"), to confirm the credentials of the representative must attach a statement from the Charter with pages indicating name of sole Executive body and its powers, or a copy of the Charter.

For private individuals and sole traders:
If a letter with request of the domain transfer from SALENAMES to another Registrar, or to another Administrator or to revoke the registration of a domain is sent on behalf of individuals
- Signature of applicant must be notarized, you must attach a copy of your passport (first two pages and a page with stamp on permanent registration)
- Notarized letter is not required if the registrant submits a letter directly in the office of the Registrar SALENAMES. In this case, only passport is required.
- Resident of the Russian Federation must provide an original letter and copy of passport. Notarized letter is not required.

In a letter of a domain transfer to SALENAMES from another Registrar, and in the letter of a domain Administrator change, notarization is not needed. The letter must be accompanied by a copy of the applicant's passport (first two pages, the page with stamp on permanent registration).

ATTENTION! the Registrar does not execute the requests of the Administrator on the denial of the domain name, the transfer of administration rights, the Registrar change, if the expired domain name registration, and within 30 calendar days after receipt by the Administrator of administration rights from another individual or Registrar.

For private individuals and sole traders:

  • The spread of the passport with photo (mandatory),
  • Reversal with registration (required),
  • Passport page with a stamp on previously issued document (if available).

For legal entities:

  • The certificate of entering of record about the legal entity in the Unified state register of legal entities (OGRN Certificate),
  • The certificate on statement on the tax account in tax authority (TIN Certificate),
  • The order of appointment of the sole Executive body,
  • Protocol on the appointment of the sole Executive body.

Terms of use Whois service

Restrictions on use of information

A) the Whois Service is granted by the Registrar SALENAMES for informational purposes only and may only be used for information about domain names and contact persons.

B) By Using the Whois service, you agree that:

  • you will use the data obtained only for lawful purposes;
  • you use the data obtained in order to organize the distribution of any unsolicited information (spam) to email addresses, fax, phone;
  • will not enable high volume queries exceeding established limits.

C) It Is Forbidden:

  • to change the information obtained through the Whois service in the event of its dissemination for information purposes;
  • use the information obtained for its further distribution for commercial purposes.

Technical restrictions on the use of Whois service

A) With a single IP address is permitted to do no more than 30 requests per minute and not more than 700 requests per hour.

If the same IP address within minutes of requests received in excess of the allowed amount, rather than processing the warning messages:

B) If the increase in acceptable rate of queries to the Whois service should be sent to the address mailbox@salenames.ru the request (in free format) which should contain the following information:

a) IP address that will receive requests;
b) justification of need;
b) the requested frequency of references to RIPN's Whois service (requests per minute).
